I just rewatched the video you posted. The play was actually closer to 30 yards away when he put his feet together.
He puts his feet together once Jones breaks free, he obviously saw that on the big screen.
And having his feet together shows obvious intent?

I think Tomlin had a flash moment of puerility in an otherwise serious situation, as we all have. Surely not pre-meditated in the sense that he has been planning to do this, waiting for the occasion to present itself. Nonetheless, a fine is warranted.
Agreed. What is important here is that MT broke a rule. He should be fined and it is appropriate that he feels embarrassed.
